DCE – Computer Based GED Training

• This amendment eliminates $331,660 the first year and $482,773 the second year  from the general fund which was included in the budget as introduced for  enhancements to inmate education programs, including 14 part-time instructors to  make more efficient use of classroom space by offering evening classes, the  replacement of 250 instructional computers, and increased cost of computer-based GED testing.

Emergency Housing

• This amendment eliminates $533,517 each year from the general fund for  emergency housing of offenders on probation in temporary lodging to minimize risks  to public safety and reduce the likelihood of reoffending.

Use of Additional Commissary Funds for Family Visitation

• This amendment increases the allocation of nongeneral funds to Assisting  Families of Inmates, Inc. from $150,000 to $170,000 each year from nongeneral  funds, to provide transportation to family members visiting offenders in prison and  other services to family members. The source of the nongeneral funds is from  commissions generated by prison commissary operations.

Language Regarding Lawrenceville

• This amendment eliminates language requiring the Department of Corrections to  issue a request for proposals for the operation of the Lawrenceville Correctional  Center [privately run prison]. The existing contract has one-year renewals until 2018 and the Department  of Corrections has reported that any new contract for the facility’s operation is likely  to cost the department more than the existing contract.

Language Regarding Transfer of Culpeper

• This amendment authorizes the transfer of the Culpeper Juvenile Correctional  Center from the Department of Juvenile Justice to the Department of Corrections. Companion amendments to Items C-26.10 and C-41 of this act provide funds from  other capital balances and from maintenance reserve to retrofit this facility for use as  an adult correctional facility.

Redirect Sentencing Impact Funds to Cover DOC Operations (Corresponding GF Will Be Removed)

• This amendment transfers $566,663, NGF from the Corrections Special Reserve  Fund to this Item to support operating expenses for secure correctional facilities. This amount is equal to the amount deposited into the special fund through a  companion amendment to Item 385, representing the corrections bedspace fiscal  impact of criminal sentencing legislation adopted by the 2014 General Assembly.

Language Directing Office of the State Inspector General to Review DOC Agribusiness (Per Senator Stosch)

• This amendment directs the Office of the State Inspector General to review the  agribusiness program in the Department of Corrections.

Removal of Funds for Pay Raises

•  This amendment eliminates one-time bonus payments to classified employees and  proposed salary increase for employees in high turnover job roles.

Use of Remaining Balances in Closed Capital Projects for Culpeper

•  This amendment establishes a capital project for equipping and refurbishing the  Culpeper Juvenile Correctional Center, which will be operated by the Department of  Corrections as an adult correctional facility. The funding for the project will be  accomplished by transferring balances from existing capital projects in this  amendment, and by authorizing the use of maintenance reserve funds through a  companion amendment to Item C-41 of this act. A second companion amendment to  Item 384 of this act authorizes DOC to operate this facility.
