Introduced today, the bill would ban all federal, state and local private prisons and detention facilities within 2 years; reinstate the federal parole system; increase federal oversight to prevent companies from overcharging inmates and their families for services like banking and telephone calls; ends ICE daily bed quota and calls for increased monitoring of detention facilities.
