HB 153 – Introduce by Delegate Joseph D. Morrissey
Writ of actual innocence based on non-biological evidence; additional petitions allowed.  Removes the limitation that only one petition may be filed by allowing additional petitions based on new retroactive new rules of constitutional law and changes in statute when such rules are applicable to a collateral review of a criminal conviction.

Sentence modification; amends provision for felony sentence.  Sentence modification; felony.  Amends provision that allows felony sentence modification prior to transfer to the Department of Corrections to specify that the transfer must have been lawful.
